Xiaomi Cloud Verification

broke my xiaomi phone and got a new one (motorola) but wanted to get all my notes back via the cloud and everytime I try to, it just says this. I’ve used 2 different phone numbers that have never been associated with xiaomi. any fixes? am I just dumb and doing it wrong? any help would be appreciated.
