Xiaomi 17 Ultra Wifi VPN Issues

I have a strange internet issue with my phone that never occurred on my older 12 Ultra.

On data, I can turn on my VPN and access networks through them.

On wifi at home or other spaces, I can access the internet with no issues.

On my home wifi network and many other wifi networks that I access, I am unable to access networks when I have my VPN on. But if I turn my data off and keep my wifi on, then I can access networks via my VPN.

What is causing this strange issue?
