There must be some app that has permissions to draw over other apps, check your system settings for the “special access” permissions, it might be one of those.
(This is on my Galaxy but I also had a Mi A1, the option is there on all Android devices).

I unfortunately have the same [issue](https://imgur.com/a/Mcihhpi). In my case, the text only dissapears after a while or if a close the app where I selected the text.

I found the same bug in chrome a couple of days ago. I’m also able to replicate in the Reddit app. Closing the app in which you selected the text clears the text from the screen.
I also have an A3 but I don’t know if it’s an A3 specific problem or not.

Just closed the app where you select the text and it solve the problem without reboot
