Take a test with charging, see how much it will charge your phone by 20 – 80% without using it, then hang it here, so I will do it and we will compare the results.
It started like that, now it continues to connect and disconnect until I unplug it and plug in the other way.
Then probably it happens and me on MIUI11. I don’t think there is any need to worry, it only takes two seconds and then charges normally. We are not the only ones with this glitch.
I had this problem with miui 11.
It could be software side but I think it’s something related to hardware quality. I have this problem not only with the original cable and charger but even with my power bank.
My brother has a note 7 and his is working fine.
It happens to me, the same model Mi 9 SE miui 12 and original cable and charger too.
I didn’t notice that until i didn’t see here post, and everything is ok with charging.
This is probably came with the MIUI 12.

Same thing happens on my phone I just tested it. It’s all fine. Don’t worry about it.
Do you normally carry your phone in your pants pocket? If so, check the charging port for lint.
I used a pair of anti static tweezers to clean mine out.
Use app amper or franco kernel manager with root, to see how many wats is charging
Seems to be unstable voltage so it reverts to slow charging. Poor cable quality 100 unless the battery is fucked.
I used to get this on my old phones with Samsung chargers
Happening to me on my xiaomi redmi note 8 pro too. with original cable and original Samsung adapter. Annoying af

Same problem here, mi 9 se on miui 12 original cable and charger.
I think not the right cable, or a too long cable
Because of the heat,not necessarily the charging directly,but if it’s kept cool enough,you could charge at 200W and the battery won’t feel a thing. It’s more because of heat and/or inefficiency.
Check the cable quality…
Happened to me too with an Samsung off brand cable.
With the official cable it works just fine.
It’s the cable issue, I had it and bought a new one and never had this issue.
If that happens just when plugging in, that’s normal. Every qc supported phone does that.
Check the Charger Brick and Cable, this seems like one of those is faulty
Original charger with cable from box
I have similar issue with my Redmi Note 5 Pro last time. It shows slow charge at first, then quick charge later, and disconnected. Half a second later, it shows slow charge, then quick charge and disconnect, over and over.
The problem get worse over time. It no longer charges my phone. It will only charge at certain occasion but I have no idea what. I have to keep replugging over and over until it actually charges.
After a month of doing so, my phone is completely dead. No sign at all. Can’t charge. I replaced the battery and charging port, change cable, not using quick charger but none of them works.
I doubt yours have the same issue, but if it really getting worse, please bring it to a service centre before the motherboard is completely dead.
Never was disaproved, in fact, it is true that quick charging shortens battery life

Do you have another QC compatible device with which to test A) The cable, B) The charger?
Beg, borrow, or loot a cable from someone and try that first. Make sure obviously it works with QC on another phone. If it works, you have your answer. If it doesn’t then try a different charger with first your cable and then a known good.
If none of this makes any difference then it may be your charging circuit. Hopefully it’ll be the cable. It usually is. Not all cables re created equal when it comes to quick charge.
And because the life of the battery will be shorter
Probably cables with bad solder joints?
I hardly use the quick charger because phone gets too hot, especially in Summer.
Maybe it’s the cable. I have similar issues in the past with bad or broken cables
