It’s actually for better traction on ice (which is also what hard compacted snow becomes). They bite into ice. The trade-off is worse performance on bare pavement and a tendency to damage it.

Its legal in sweden except some streets on stockholm but since we get snow half of the year in the north… Yea. Its legal when there is snow on the ground.
