It’s actually for better traction on ice (which is also what hard compacted snow becomes). They bite into ice. The trade-off is worse performance on bare pavement and a tendency to damage it.

Water in its liquid form doesnt exist outside between december and february if you discount rivers and lakes and it wont be left outside so it wont snow over
