I also had this issue on a Samsung phone running oneui 3.1. But it’s worth the tasks app. They popped up bit late. And sometimes the wrong day. Maybe it’s the app (?)
I have the same issue like you with these two apps you mentioned. Instagram notifications are okay while using the phone through the day, but for example, every morning after I wake up, get the phone and turn on the WiFi, notifications start to arrive for every app except Instagram.
(My device is Redmi Note 9S on MIUI 12.5)
I’m using it since MIUI 5. Now Mi 10T Pro(MIUI 12), I thought after all years and updates they fixed this problems. UI looks good and simple but don’t let fool you. It has so many user experience problems. Frustrating even for an experienced person. Just for an app its Instagram, I tried lots ways for getting notifications on time. Did lots of research on web… I gave all permissons, removed all restrictions, re-install app, MIUI battery optimisation etc. etc….. all the things. But after all process only a few notifications comes on time and after that notifications comes delayed again. As a user why should have to know and mess with so many settings? Totally crap! Not only Instagram app, gmail notifications also come delayed approx half an hour. Instagram DM notifications sometimes come, but sometimes when you notice the DM and open it, old DM notifications come after 10-15 min.
This is one of the worst parts of MIUI. Late notifications! If you have another phone you hear the notification coming in, and nothing on MIUI, you press the power button… Nothing. You unlock it with fingerprint, DING DING, notification!
Or if you leave it without unlocking phone, sometimes it takes several hours and… oh there was a YouTube livestream 3h ago! Mind you the 3h is a worst case scenario. Doesn’t matter if the YouTube app is locked in recents and no battery restrictions on the app.
The problem seems to be that the internet connection “sleeps” and even if you press the power button it’s not awaken until you unlock the phone.
Doesn’t matter how good the battery life is if you can’t use your phone as it’s intended to be used!
Not a first time, it happened a lot of times before with other apps.
If it can’t invoke its own popup for its alarm then it’s highly likely that you won’t get any notifications at all especially when your phone is in standby.
Or you can just install a new ROM and still get the super cheap hardware price without the software drawback.
Had the Mi Mix that been on MIUI 10 (i think?) for about 5 years. Loved it but ever since I got the Mi 11 and MIUI 12.5 its been an absolutely joke. My main issue is not allowance of third party launcher with gestures. Its unacceptable.

Yes, it’s ok but if you use stock apps. This was MIUI issue when I set a reminder in Google’s Keep Notes.
I never why people get those problems with MIUI, I see no major differences between other launchers and UIs across Android phones. Honestly. It works as intended to me.
i never liked miui. I prefer OneUi, it’s not trying to be someone else like miui and samsungs are more durable than xiaomis (my phone broke after falling from 10 cm with silicon case) and on miui even if apps are set with no restrictions from battery saver they crash any way unlike other androids
I’ve been using imported Chinese phones for years. You get used updating the permissions when you install apps. Some of us weirdos even appreciate the feature.

Never had a problem with it, all reminders alarms always go off.
But I think that setting is for something like “Picture-in-picture” mode for YouTube, Messenger’s Chat heads and other similar floating windows.
It means nothing is sure.

I feel your pain. The other day i set my alarm for 5am. I made sure i locked the clock app in recents. Checked if battery saver and optimisation was off for said app. Autostart is set to on. I even left the clock app open and just switched off the screen .
It never rang.

Check if _Display popup windows while running in background_ in the **Other permissions** is enabled. If not, enable it.
Unless you set your settings perfectly, always uses Xiaomi apps.
I always use Mi Clock app for alarms and Google Calendar for reminders, which I’ve set all the necessary settings correctly. Haven’t missed a reminder since…
– Lock the app from Recents
– Turn autostart on (app info page)
– Set app battery saver to ‘No Restrictions’ (app info page)
Also apply these to Google apps/services/store

The reason why I am afraid of installing Google Clock. Try the suggestion given in the comments.
I enabled Autostart and set a reminder for 12 PM (next two hours of this post, I thought it would be better to set reminder in the next few hours and see if the test passes) and surprisingly notification arrived on time. Also I will set it to “no restrictions” of course. Btw every messaging apps were already set to “no restriction”
That’s why I was using stock Notes app for a year.

This. The notification was delayed probably because of Android Doze. Setting the battery saver to no restrictions also disables doze to that certain app.
Same on google clock… This ui sucks.
Set your “Battery Saver” in App settings to “no restrictions”.
